Baguio City is racing to secure fresh funding and new contractors to revive two stalled infrastructure projects worth nearly P800 million, even as most of the city’s flagship public-private partnership (PPP) ventures remain delayed or have collapsed altogether, according to a report by BusinessWorld .
Among the projects being rescued is the Luna Terraces Housing Project in Barangay Irisan, which has faced delays due to contractor issues and funding gaps. The city government is exploring alternative financing mechanisms and rebidding processes to push the project forward, as many other PPP initiatives in Baguio have failed to materialize or remain in limbo.
Officials acknowledge that the stalled projects undermine public trust in PPPs and strain the city’s development plans. The local government is now prioritizing a review of its PPP framework to improve viability and attract more reliable private partners for future infrastructure ventures.
