The 87.9% release rate reflects a slight increase compared to the same period in previous years, though the remaining undistributed funds are often subject to further validation and program adjustments. The DBM explained that allotment releases are based on approved appropriations and priority programs, with undisbursed amounts typically reserved for later implementation or contingency needs.

Economists have flagged that the pace of budget releases is critical for sustaining government infrastructure and social programs.
