The Manila Regional Trial Court (RTC) Branch 180 has ruled in favor of the revised framework for Passenger Personal Accident Insurance (PPAI), dismissing a petition from the Alliance of Concerned Transport Organizations (ACTO). In a decision dated May 20, the court denied ACTO’s prayer for a writ of preliminary injunction and upheld the validity of the framework, as reported by BusinessWorld.

The petition challenged the accreditation of a third insurance pool under the PPAI system, which provides insurance coverage for passengers of public utility vehicles. ACTO had sought to stop the implementation of the revised framework, arguing that it was prejudicial to transport groups. However, the court found no basis to grant the injunctive relief.

The RTC’s decision affirms the continued implementation of the revised PPAI framework, ensuring that passenger accident insurance coverage remains governed by the updated rules and the accredited third insurance pool. The ruling provides legal clarity for transport operators and insurance providers amid ongoing disputes over the policy.
