THE Committee on Optimizing the Executive Branch (COEB) has directed agencies to conduct organizational reviews to identify overlapping functions, redundant programs and possible restructuring measures, according to a report by BusinessWorld .
In Resolution No. 2026-1, the COEB approved Memorandum Circular No. 2026-1, which provides guidance on the conduct of organization review and study (ORS) and the preparation and submission of restructuring proposals. The directive aims to streamline the executive branch by eliminating duplicative functions and improving efficiency.
The review is expected to cover all departments, bureaus, and agencies under the executive branch, with findings to be submitted to the COEB for evaluation. The move is part of broader government efforts to optimize public service delivery and reduce bureaucratic waste.
