Illinois Governor JB Pritzker has signed into law a measure that ensures grocery stores honor cents-off coupons even when customers combine them with other discounts, as reported by WANDTV.com. The new law addresses a practice where some retailers refused to apply manufacturer cents-off coupons if shoppers also used store loyalty discounts, senior or military discounts, creating confusion at checkout.

Under the Grocery Store Coupon Fairness Plan, stores that accept cents-off coupons must apply the coupon value after any other discounts, not before. Previously, some retailers calculated the coupon as a percentage off the already discounted price, reducing its benefit. The legislation clarifies that a cents-off coupon is a fixed reduction and must be honored as such, protecting consumers who rely on these savings.

Supporters of the bill, including consumer advocacy groups, argued the practice was deceptive and disproportionately affected low-income shoppers. The law takes effect immediately upon signing, and retailers found in violation could face penalties. Governor Pritzker said the measure promotes fairness and transparency for Illinois families during a time of rising grocery costs.
