The Office of the Ombudsman on Tuesday dismissed both criminal and administrative complaints against Executive Secretary Ralph G. Recto and Philippine Health Insurance Corp. (PhilHealth) President and Chief Executive Officer, according to a report by BusinessWorld.
In a 40-page consolidated resolution, the Ombudsman found insufficient evidence to support the charges linked to the controversial P60-billion fund transfer. The complaints alleged irregularities in the transfer of funds from PhilHealth to the national treasury, but the Ombudsman ruled that the respondents acted within legal bounds.
The dismissal clears both officials of any liability, closing a case that had drawn public scrutiny over the use of state health insurance funds. Separately, the Ombudsman noted that the transfer was made pursuant to a directive from the Department of Finance and did not constitute grave abuse of discretion.
