A joint administrative order (JAO) aimed at easing port congestion and regulating cargo handling charges is expected to be signed by August, ahead of the seasonal buildup of cargo volumes, the Bureau of Customs (BoC) said. According to a report by BusinessWorld, Customs Commissioner Ariel F. Nepomuceno said the JAO, once signed by the departments of Finance, Trade and Industry, and others, will provide the BoC with legal authority to manage port congestion more effectively.
The order is intended to address recurring congestion issues at Philippine ports, which often spike during peak cargo seasons. By regulating cargo handling charges, the government aims to reduce costs for importers and improve supply chain efficiency.
Nepomuceno expressed optimism that the JAO would be finalized before August, allowing the BoC to implement measures in time for the anticipated increase in cargo volumes later in the year. The order marks a significant step in streamlining port operations and enhancing trade facilitation in the country.
