The Philippines' active official development assistance (ODA) portfolio totaled $41.84 billion across 452 loans and grants at the end of 2025, according to a report by BusinessWorld citing the Department of Economy, Planning and Development (DEPDev).

In its 2025 Annual Report, DEPDev said the active portfolio comprises 95 project loans worth $31.7 billion and 74 program loans amounting to $6.9 billion, along with various grants and other forms of assistance. The total represents a slight increase from the previous year's portfolio.

Japan remained the Philippines' largest development partner, contributing the highest share of ODA loans and grants. Other major partners include the Asian Development Bank and the World Bank. DEPDev noted that the portfolio supports infrastructure, agriculture, and governance projects.
